In regards to harassment, it is up to the victim to define what is acceptable or offensive. The question is not what (objectively) the tribunal would or would not find offensive.

Conclusion for me

In relation to sexual harassment, the issue is whether "the words or conduct [are] unwelcome to
the victim and it is for her/him to decide what is acceptable or offensive. The question is not what (objectively) the tribunal would or would not find offensive."
